I couldn't agree more! When in a vacuum, annual performance reviews are less than ideal. Managing well involves providing honest, timely, well-intentioned and behaviorally specific feedback to employees. Providing feedback on only an annual basis means missing the many opportunities to both encourage positive workers and stop bad habits from forming.
